Власти Северной Кореи издали приказ об уничтожении в стране кошек и голубей – это касается тех территорий закрытого государства, которые граничат с Китайской Народной Республикой. По мнению властей КНДР, животные могут приносить болезнь из соседней страны, и единственной мерой, которую смогли изобрести северокорейские власти, стало истребление животных. Меры Кем Чен Ына доходят до крайностей: сообщается о том, что в приграничном городе Хесан власти на 20 суток поместили в изолятор целую семью за то, что те отказывались отдать властям свою кошку. Чтобы избежать убийства животного, люди обманули представителей власти и заявили, что кошка уже умерла, однако через несколько дней животное заметили недалеко от дома, о чём сообщили властям, которые и наказали семью за попытку противодействовать указу Ким Чен Ына.
 Официально в стране не зарегистрировано ни одного случая Covid-19, хотя очевидно, что власти Северной Кореи просто манипулируют статистикой – при этом существования заболевания совершенно не отрицается. В частности, власти предупреждали граждан государства о возможности заражения коронавирусом через пропагандистские листовки из Южной Кореи.

Amid efforts to prevent the spread of COVID-19, North Korean authorities in Hyesan, Yanggang Province, recently placed a family into an isolation facility for secretly raising a cat, Daily NK has learned.

The family of four live in Hyesan’s Songhu District and were placed into the quarantine facility on May 24, according to a source in Yanggang Province yesterday. “The family was given a punishment of 20 days in isolation for illegally raising the cat following an order not to do so in the [Sino-North Korean] border region,” he added.

North Korean authorities previously handed down an order in Hyesan, Sinuiju, and other places on the border directing people to “catch and eliminate pigeons and cats” as part of efforts to combat the spread of COVID-19. The belief apparently seems to be that animals can spread COVID-19.

North Koreans have been seen shooting at birds flying over the border from China, and both cats with owners and feral cats have been the target of elimination campaigns.
The family in Hyesan, for their part, told the authorities that their cat had died when officials went around to households to ensure no one was raising the animals.

On May 22, however, their cat was seen near a chain-link fence on the border.

Border patrol guards tried to capture the cat, but failed. The cat was seen making its way toward a residential district. The incident was reported up to the provincial quarantine command, and after two days of investigation the owners of the cat were found.

“The cat was taken away and the family was sentenced to 20 days in isolation,” the source said. “They were taken to a facility [and were not allowed to stay] in their own house.”

The source said that many people have questioned why the authorities made such an effort to catch the cat, expressing disbelief that the cat would have been able to cross the river into China and back.

As North Korea’s excessive measures in response to COVID-19 continue into the new year, authorities in Onsong County have recently issued an extraordinary order to “eradicate street cats,” according to a source.

In a telephone conversation with Daily NK on Thursday, a source in North Hamgyong Province said authorities ordered residents of Onsong County on Dec. 9 to eliminate street cats. Local authorities explained that the measure was “to prevent coronavirus [from entering] through animals coming over from China,” he added.

North Korea deployed the so-called Storm Corps (11th Corps) and Seventh Corps to the Sino-North Korean border last June. In August, the Ministry of Social Security proclaimed that people or animals illegally entering the buffer zone between North Korea and China would be “fired upon” without warning.

North Korean authorities fully mobilized all methods at their disposal to stop COVID-19 from entering the country last year, deploying the military to the border and even firing shots at illegal border crossers.


North Korea’s hardline response is continuing into the new year. Local residents of Pochon County, Yanggang Province, spotted soldiers shooting at birds flying in from China on Jan. 2. There has even been an instance of someone being shot to death by soldiers as they strolled along the border looking for food.

“Now they are forcing even local residents to kill animals,” said the source. “They are also spreading [the idea] that cats coming from China could carry the coronavirus.”

A growing number of people are expressing outrage over these “never-ending” orders to “kill.”

North Koreans are also criticizing the order as “irrational,” the source said.

Some locals have even taken to sarcasm, darkly noting that while “animals can’t talk, they know where there are lots of things to eat,” and are asking why cats would even come to North Korea because “there’s not even enough food for people” to eat.
