SEOUL, April 9 (Yonhap) -- Police chief Cho Hyun-oh offered to step down Monday, days after police drew fire for responding poorly to a kidnap victim's emergency phone call, leaving her to be killed by her kidnapper.

The mutilated body of the 28-year-old victim, whose name was withheld, was found at the house of the murder suspect in Suwon, south of Seoul, late in the morning on April 2, about 13 hours after she called the police for help. A recording of the phone call revealed that she gave a detailed description of her location, saying she was abducted and being raped.
Police have arrested a 42-year-old Korean-Chinese man, surnamed Woo, as a suspect in the case.
Police initially claimed the phone call lasted only 15 seconds, that the victim did not give an exact location, and that 35 police officers were dispatched to the scene. However, it later turned out that the call remained on line for seven minutes and 36 seconds, that the victim gave a relatively clear explanation of her whereabouts, while only six officers were sent to the scene.
